How to manually connect iPhone 16 to iCloud during setup?

I am setting up a new iPhone manually and I’ve gotten to the stage of connect to iCloud but it does not connect wirelessly. Should I then manually connect by USB from Mac to new iPhone? Or from old iPhone to new iPhone?

Turn on your iPhone or iPad. Press and hold the device's power button until you see the Apple logo. You'll then see “Hello” in many languages.
