How can I access my old iCloud account without a working iPhone?

I broke my iPhone and went to buy another one . I ended up buying a new phone but with a new iCloud account. I know my password in all. It’s just I can’t get a verification code sent to my phone cause it won’t turn on. How can I get into my old iCloud account. Mainly for my pictures
