How can I manage photo sizes in email attachments?

I am trying to email some photos. I opened the Photo app, selected 11 photos, selected the option to create an email, saved the email, went in and added some text. When I tried to send, it failed. I looked at the bcc line and the setting is for small. The first photo is small, but the rest are enormous. Why is this happening and what can I do to correct it?
