Contacts created on Iphone not syncing to other devices

My phone is not syncing new contacts with my Ipad. If I created the contact on the Ipad, no problem. Not so with my phone. I am signing into Icloud with the same ID on all my devices. I have followed all other recommendations that I have found on these forums, with no success.

Please advise.

How do I resolve contact syncing problem on iPhone? I can't seem to get my iPhone to sync Contacts with iCloud. I've disconnected iCloud by logging out, restarted the phone, logged back in, and nothing seems to send new contacts to the iCloud version. Other services sync (Notes), but Contacts won't. Open Contacts on your iPhone. Tap “<Lists” in the upper left. Hopefully you only see a list like this.
