If you have an Apple device currently signed in to your Apple ID, you can update the trusted phone number to one you know and can access from Settings ➜ Apple Account ➜ Sign in & Security ➜ Two-Factor Authentication, delete the existing number and add a new one.
If you have no access to a device logged in to your account, then you will need to recovery access before anything else can be done.
