I’ve cancelled a lot of subscription services plans and etc because I want to be able to use AppStore which I can’t because it tells me I have a billing problem that asks me to add a payment option I registered my card that is a prepaid card and it tries to charge me something (telling me there’s a billing problem) every time I try to download any app even if they’re free

Cancelling subscriptions does itself resolve any billing problems you may have. It merely cancels the subscription.
Whatever problem there seems to stem form a pending charge. You must allow the charge to complete, for whatever it is and once that is done, the billing problem would be resolved.
There is no way around that at this point, you must correctly pay for whatever it is that is still owed on your account.

AppStore keep telling me about a billing problem and I canceled every subscription way long ago
