Send him the money to buy one in his own country, or anywhere in the European Economic Area or Switzerland if he's within it. He'd likely be denied warranty or AppleCare+ service on one bought outside the region, and for an USA model, his wireless carrier would need to provide eSIM support.

You can buy an unlocked iPhone 16 Pro in the U.S. from Apple and then ship it to your brother in Europe.
But, there are some serious downsides to this:
My recommendation would be to always buy a phone in the country in which it be used most of the time. Send the money to your brother and let him buy the phone.
Please take the advice Niel provided. A phone purchased in the US, will have no warranty in Europe. As Niel suggests, send him the money and let him buy the phone in his country, where he'll have no issues with warranty support. OR, if this is a gift you want to be a surprise, ask a family member or friend in his city to buy the phone and you can send them the money.
If you are determined to buy it in the US, you'd have to buy it at an Apple Store, paying full price, so it is carrier unlocked, then you'll have to ship it to him yourself. Apple will NOT ship a phone internationally. But this is just not a good idea at all.
