Siri not working on my Apple Watch

Siri will not work on my I watch. The icon appears when I call. Hey Siri, but it will not execute commands. I have unpaired the watch. I have reset the watch. I have turned my phone off. The microphone appears to be working. I am attached to strong Wi-Fi.
