Apple Invites: Guest RSVP without Apple Account (Guests say they can't)

Per the Apple Instructions, it says if you don't have an apple account you can still RSVP. I have guests who want to RSVP and are not apple users and it's FORCING them to create an account. What am I doing wrong?

RSVP to an event in Apple Invites

After someone invites you to their event in Apple Invites, you can RSVP to let them know whether or not you’re attending.

Note: If you don’t have an Apple Account, you can still RSVP on iCloud.com, but you can’t add items to the shared photo album or music playlist.

I'm not sure what you're talking about, so I tried.

Created an Apple Invite. Used Public invite, rather than specific contacts.

Sent a the invite link to a non-Apple Account based email address I have.

Got the email. Clicked the link.

Entered my non-Apple Account email address.

That address was sent a verification code. Entered the verification code. Got the invite. Done.

Nowhere was my account forced to create an Apple Account. As far as I can tell, no spurious Apple Account was created 'under the hood' to process the invite.

So.. in short... not sure what your issue is.
