Verification failed error connecting to server when erasing account

I have a iPhone 11 old one that I want to recycle and has no sim etc in and hasn’t been used for a while.

I Want to erase all content on this phone to recycle device, but can't because I can't erase contents , turn find my iPhone off etc

The message I get is Can't connect my Apple ID to the Apple servers when I select erase all content. Also My wifi connection to enable any connection is blanked out . I've restarted the phone, force restarted, even reset all the settings for the phone. It's to the point where it won't even let me sign out of this account on this phone because the loading wheel never stops. Is there any way I can remove the Apple ID from the phone ?

or is there an app or software to remove the Apple ID that way ?
