Can you lock in which apps are in the smart stack

why cant I lock in which apps appear in smart stack?

I have recently moved to a new Apple watch and thought there would be many improvements since my much older watch. I have spent a couple of weeks with it and in some ways it feels like I have less control. In all honesty I feel like I may only use a handful of features and apps on the watch so I am truly missing being able to just have favorites show up with the press of the side button. It seems like smart stack should be able to replace this functionality but as an example, when I edit the smart stack and remove featured photos (which I will never use on the watch) it will sometimes just appear back in my smart stack. I would like the smart stack to only have a set few apps.
