You can get Keynote v13.1 if and only if you previously installed Keynote from the Mac App Store since Oct 2013.
If true, launch the Mac App Store on Monterey and sign in with the same Apple ID as you used to previously install Keynote. Then press cmd+0 (zero) to open the Purchased panel. If Keynote appears there, it will likely have some symbology that suggests you can install it. That might be this symbol:
You may receive one or more dialogs where you do not click Cancel, and the last one should ask you if you want to install the last compatible version of Keynote for macOS Monterey. You know what to do.
