No it did not infect your iPhone. All you need to do as stated is delete the message and pdf. If you get more scam attempts in the future, which we will as it is inevitable, do not interact with them. Here where I am in California, we also get those toll scams, they direct them from FasTrak here.

I'm in Florida and get them too. What's funny is we don't FasTrak in Florida at all.

And no, just by opening a PDF it doesn't get saved anywhere unless you saved it.
