My passwords don't sync on iPad, but they do on iPhone

Ensure that you are signed-in to iCloud on both devices with the same AppleID - and that you have enabled iCloud Passwords on both your iPad and iPhone:

Settings > [Your Name / Apple Account] > iCloud > Passwords > Sync this iPad | iPhone - set to ON

Have you checked the settings on both devices?
