I have 2T of space through Apple in the cloud. On my hd, iCloud Drive is taking up 135gb of space. Can I copy much of this file to an external drive? If I do, can I then deleted them then from the internal ssd?

Not if you want to keep it synced with iCloud. By default iCloud Drive keeps a local copy on your internal SSD. You can potentially reduce the storage on your Mac by turning on Apple menu > System Settings > [uesrname] > iCloud > iCloud Drive > Optimize Mac Storage.

How much free space do you have on your internal drive? Optimize may not free up any space on the drive if there is adequate free space.
I have 108 gb, out of 512gb, left on my hard drive.
That may be the reason.
To my knowledge Apple doesn't give any details about exactly when it will optimize.
