Dead iPhone? / location off/ messages not delivered

my sisters phone location is off but we keep it on daily in case but her location hasn’t been on for. Awhile and I can’t get a hold of her and my messages aren’t going through I don’t know what’s going on and what to think

iOS 16 Find My shares location with friends after phone dies? I was on a video chat with someone recently when her phone died. We share location. Her phone originally showed last known location. A couple hours later it started showing approximate location and continues to show approximate location for an hour or two. Does that mean her phone has been turned back on? I don’t know if it matters but I was in America and she in Europe at the time.

How can I unlock my deceased son's iPhone to access his last messages? Can anyone help a broken hearted mom who is desperate for answers? The police has finally returned my dead 18 year old's cell phone and it has taken them two years to do so. Even though they closed the case within a month and said it was deemed a suicide.
