iPhone Locked and can't remember password

I bought my son a new iPhone. He can't remember his account password and we haven't been able to reset it. We have tried all the suggested solutions, including contacting Apple support. The new iPhone now says "iPhone locked to owner."

You have 2 options:

Gain access to your account by resetting the password with one of the methods here. You will most likely need to use the last option called Account Recovery.

If you forgot your Apple Account password - Apple Support

Submit the original purchase receipt from Apple or Authorized Apple Seller to have the Activation Lock removed.

How to remove Activation Lock - Apple Support

If you purchased the device used from a third party and the partial Apple ID that it shows it is locked to is not your son's, then it is locked to the original owner of the device and you will not be able to use it without the cooperation of the original owner.
