The Bluetooth on the phone keeps displaying a whirring wheel even though all Bluetooth enabled devices are connected. I tried turning Bluetooth off and on, turning devices off and on, rebooting the phone to no avail. What may cause this (it drains the battery) and how can it be stopped?

The iPhone will search for Bluetooth "Other Devices" for as long as the Settings > Bluetooth screen is open. It is looking for new devices that you might want to connect to. It stops searching when that screen is closed.
No, it cannot be stopped and no, it doesn’t drain the battery. Like the cellular modem and WiFi modem, the Bluetooth modem only starts searching when you access the Bluetooth setting menu. Only then does it start searching for Bluetooth devices. This is perfectly normal behavior.
