As I mentioned, the proxy settings are something that they configured via an automatic policy. You can temporarily disable them, but they will return as you noted.

Typically the only time you need to use proxies is because they are required when you connect to either a corporate or educational network.
If these setting are being automatically enabled, after you disable them, could mean that your Mac is being managed by a corporate or educational institution's IT department. Is this the case here?
After deselecting both of these, did you also select "Forget This Network?"
Did you set up these proxies earlier? If so, why did you require them?
I haven't selected forget this network, i am assuming that might get me off the internet.
