How do I add a family member to my Apple Music subscription?

I am trying to add my dad to family share (specifically so he can access Apple Music through my family subscription). My spouse is the "organizer" and I'm wondering if that's why I don't have the option to add my dad. The "add member" button does not appear anywhere in my settings.
