Why are my iPhone location services blurred in New Zealand?

I’m from the Netherlands and currently in New Zealand. Since I’ve been here I have been unable to change the location services on my IPhone. The switches are all blurred and cannot be turned on or off. And I can’t approve location service for new apps that ask for my location. Can anyone please help me! 🙏🏼
