Hi if find my iPad wasn’t enabled on a lost device can it remotely be turned on by apple perhaps

Longer "no": that tracking would be a privacy catastrophe too, and the same for requests to track by serial number or IMEI, with every thief, robber, kidnapper, abusive ex, and other miscreants all seeking exactly that tracking ability.
