PLEASE HELP!!!!
So my phone got stolen and I had the find my turned off and it is also not connected to the internet. Is there any way possible to turn find my from other device even if the internet is not connected on the stolen device and are there any other options to find my device.

Sorry. There is no way to turn on Find My remotely – and Find My is the only means that Apple provides to track the phone.
You cannot track the phone by its IMEI yourself, and carriers will not help with this, except in more urgent cases, like the one where someone has kidnapped a child, and authorities have a court order requiring carriers to help.
The only way you can find the phone now is the old-fashioned way: physically searching for it. Since you say that the phone was stolen, you would run the risk of delivering yourself into the hands of criminals who might mug you, or worse.

Nope. You can't do that. There is no way to sign into it remotely. You had to do that while you had physical possession of the device.
You'll never see it again. Write this off as a learning experience and go buy a new phone.
Turn on Find my from another device without internet in the main one.
