Using Notes and adding photos
When using Notes and I add photos from the photos app on my Mac, does it take up more storage on my computer and on my iCloud or the storage stay the same?

Notes is separate. So pictures in Notes take up storage in the Notes data. Pictures in Photos are in Photos' data.
It's not like in Photos where pictures "in" any album use the same picture from Photos' data, and so they take no extra space there.
