Why can't I use live wallpapers on my iPhone 11?

So I wanted to use a live wallpaper but my iPhone doesn’t let me, I followed a tutorial on how to fix but when I did it, it still doesn’t let me, you see i use a used iPhone 11, so I have no idea what did the owner did to it, it is really starting to make me mad

What happens when you try? Are you sure the image you are trying to set is a compatible Live Photo for your wallpaper? You can check by holding your Lock Screen, swipe all the way left to add a new wallpaper, then select Live Photo in the top. All your compatible Live Photos you can set for your wallpaper will show there.
