Redownload a paid App after it has ben removed from the strore

i was wondering if it is possible for a former customer that has bought an app to re download that app after it has ben removed from the store.

Restore free app of the week 7 years ago in app store was some kind of promotion like “app of the week” and I downloaded app “splice” for free and all options were for free and I’ve been an active user of it for all this years on all my iphones. Some days ago my splice app was offloaded from iphone, and after it was downloaded back, I lost my opportunity to use it for free, It offered me paid subscripton. How can I restore my previous conditions?

Procreate I accidentally deleted my Procreate app. Now I can't download the same again without paying for it.

If the app is no longer available in the App Store, it cannot be downloaded again.
