How can I enable app downloads for managed Apple IDs in Apple Business Manager?
I would like to give users the ability to download apps on a managed Apple ID in Apple Business Manager.

This is not possible.
If your MDM has a Self Service app, published the VPP licensed apps in the Self Service portal (apps you license or purchase through ABM/ASM). This will allow users to install what they want from the company approved application catalog. Or deliver the apps automatically from the MDM.
Otherwise, this cannot be done with Managed Apple IDs as MAIDs cannot participate in stores. See this Kbase article from Apple and scroll to the Content Availability section for more details. And this training guide to understand limitations of MAIDs in relation to redemption codes.
