I was on WhatsApp video call and my wifi stopped working and cut off the call. It gave the option of continue trying wifi or use cellular data, I chose continue using wifi. In this situation because of my choice the cellular data would not kick in, is that correct?

Yes, that would be correct.
That’s up to you. If you have an unlimited cellular data plan, or have sufficient unused data on a limited plan, there is no reason not to use cellular data.
However, you should investigate why your Wi-Fi stopped working. If you were in a fixed location with a nearby Wi-Fi access point it should never stop working.
