if my apple tv account is signed into on an ipad, that signin hijacks the whole system's login? how do you disable one app forcing another app to be signed in with the same account?

The TV App on an iPad uses the log in for the Media & Purchases account. If you change it in the app, it changes the account for the App Store, iTunes Store and Music App also. You cannot have separate accounts for each app.
Unless you own both accounts, you should not be logging in to a different account for Apple TV at all. And even if you do, there's other ways to access the Apple TV's purchases and subscriptions.
What are you trying to accomplish exactly?
