Yes, an Apple watch battery can be replaced, for your model (Apple Watch SE)- it would be about $100. If you don't mind telling me, how long does it take to get to 20% battery?
Also, can you tell me your battery health?
On your Apple watch, go into settings and scroll down to "Battery" and click it, from then- scroll down more and you will see "Battery health". Click that and scroll down until you see "Maximum Capacity". Tell me the number underneath those words and then I will tell you if its an issue with the battery.

This could also be that your battery is wearing out.
You should be charing your Apple Watch every day. The only exception is if "Real Life" interferes with getting home to your charger, and in that case you should put your Apple Watch on Low Power mode to conserve the battery.
My Series 4 lasted 6 years, and before I traded it in, it still gave me 18 hours (but just barely).
Totally draining a Li-Ion battery is the fastest way to destroy the battery. So if you have been waiting until the battery is really low before charging, you have been over stressing your battery. Keep that up, and in a year or two after buying the Apple Watch, you will be looking at getting a new battery.

From what I'm reading, your Apple watch is either taking longer the charge and/or quickly dying. If this is the case- here's what might be the problem. If you have recently updated, your Apple watch will die more quickly because of tasks running in the background from that update. Another thing that could be running your battery down is "Background apps". Apps you have recently opened will still be open unless you physically close them out by doing this- On your Apple watch, double click the crown- This will bring up you're recently opened apps, to close them, swipe left and you should see a red square with a white X inside of it. Press that to close out your recently opened apps until you see the message- "Recently used apps will appear here" This will stop the background activity that is currently going on in that app and will overall prolong your battery life and make it last longer. A 3rd thing that could cause your battery to drain fast is if you have a LTE Cellular Apple watch, if you are not on wifi and just cellular- This will drain your battery faster than just being on wifi.
