I think you’re confusing Apple Pay with Apple Cash. However, neither one has an invoicing feature. In fact, use of Apple Cash for commercial purposes is against the terms & conditions. If you do use it for commercial purposes, it’s grounds for having you account locked permanently.
Apple Cash is a peer to peer service limited to your family and friends.
