Every time I try update my cashapp or social media apps it tries to make me sign into the old user that made an account before me. I bought this iPhone from a friend and they don’t remember their password so I don’t know how am I going to delete that account from my apple.

If this is a specific app, remove it, and redownload the app from your preferred Apple Account.

Your friend will either need to regain access to the Apple Account, or present proof of ownership to Apple sufficient to convince them of your friend’s ownership. Usual proof is an original purchase receipt from Apple or an Apple authorized reseller, and with a matching serial number or IMEI shown.

Delete that app
go to AppStore and sign out
go to your settings and sign out to re-login. Afterwards, go to AppStore and restore your required application
When you bought the phone from your friend, did you go through the iPhone setup process to make it new to you?
