Stuck with log in iphone 16 pro

Recently bought iphone 16 pro max. I am using iphone 13 pro max. However I am unable to use it as I diverted to ios update. However update is not completed and I am unable to do anything as I am not stuck with greeting from iphone as “Hello” in different languages and no swipe function is functioning.

Did you already try to force restart your iPhone and start the setup again?
