Why is my iPhone's VPN constantly turning on and off?

I have an iPhone 15 and under battery in my general settings is a VPN section. It toggles on and off, and I noticed that it was on, so I tried to toggle it off which it did only to toggle itself back on a couple seconds later. I haven’t had this phone long, but it has been a few months and it’s the first time I’ve ever noticed it. I guess I could’ve been missing it this whole time but I’m almost 100% sure this just started.
