In an Active Shooter situation, I do not want my phone to vibrate or make any sounds whatsoever. But, my emergency contacts are able to call and text through with an audible notification. How do I make my phone completely silent yet still receive text messages from my emergency contacts?
Try going to Settings>Sounds & Haptics>Ringtone & Alerts>Haptics and set it to Don't Play in Silent Mode. Then, rather than using Focus, use the Silent switch. That can be invoked with just a push of a button while your phone is in your pocket.
