With the caveat of not having any hands-on experience with this specific setup, I would advise that you should probably connect the soundbar to your TV. Set the Apple TV box to output audio to your TV, and set your TV to output any audio to the soundbar. That should take care of it. Do not configure the Apple TV box to output audio to the soundbar directly, as that would use Bluetooth or AirPlay at lesser quality (stereo instead of surround or Atmos).

Apple TV →[HDMI]→ TV ⇄[HDMI ARC]⇄ soundbar

It may be possible to have this soundbar do video passthrough (Apple TV →[HDMI]→ soundbar ⇄[HDMI ARC]⇄ TV) , but there may be no benefit, and your TV can probably do audio passthrough just as well.
