I would like to re order the utilities section in the photos app. Is there any way to do this?
I want to move handwriting and put maps there instead.
I have tried pinning maps but it doesn’t move it in the list.

You can't (as far as I can tell) move the Utilities around. But you can "pin" choices-- tap and hold on Map, for instance, to add your choice to Pinned Collections. In Pinned Collections, you can move the order of your choices around as you like.
If you picked several of the Utilities that you actually use, you can move those to Pinned and then remove the Utilities section completely using "Customize & Reorder." Also there, you can put Pinned Collections up near the top. It's all pretty useful!
