Without any access to your previous Apple ID or ability to reset the Password, you only option is to provide the original purchase receipt from Apple or Authorized Apple seller and submit a request to remove the Activation Lock.

Might we ask why you want to switch to a new Apple ID. Changing your Apple ID/Apple Account causes all manner of issues regarding purchases, subscriptions, etc. Everything you ever bought or subscribed to is tied to the Apple ID you used to do it and does not migrate to a new ID.
