Which model of iPad do you have? Would this be an iPad Pro with FaceID - or something else?

If you have an iPad Pro with FaceID, the behaviour that you describe is characteristic of the Attention Aware feature failing to detect you paying attention to the screen:

Settings > FaceID & Passcode > Attention-Aware Features

When enabled the iPad will sense your attention - and prevent the iPad screen from automatically dimming, or locking the display - while you are actively looking directly at the screen. The timeout period is determined by the Auto-Lock setting:

Settings > Display & Brightness > Auto Lock > select as required
