I have 2 new Ipad 13 Pros, both of which the brighntess keeps dimming after a few minutes,
I have turned auto brightness off as per the numerous methods but it doesn't fix the issue.

If your sure that the autobrightness option is off, and if you've already tried (to no avail) to restart your devices, it might be a overheating problem (see this support article:--> If your iPhone or iPad gets too hot or too cold ).
If the issue persists, since the devices are covered by warranty, I suggest that you make an appointment (*) and have your devices inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options.
