Open Settings/Wi-Fi - does it say No Internet Connection? If it does, restart your router.

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN. However, VPN actually reduces your privacy, it does not enhance it.

I really want to find out why. Only happen with home WiFi. No issue with cell data. Turning off private relay or turning on von with private relay solves the problem.

Why is because your VPN profile is corrupted.

Delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN. However, VPN actually reduces your privacy, it does not enhance it, and iCloud+ Private Relay is MUCH more secure than any VPN.
