apple store wants me to complete my account setup but will NOT go past screen where I enter my credit card

I just installed itunes (Version 12.13.5.3) on windows 10 pc from the microsoft store and created a new apple id. When i click on Store itunes tells me that i have never used this account in apple store and I must complete it. I follow the "Complete your account" dialogue until it reaches the page where I enter my credit card and billing address. After entering my info and I click Continue it will not go past the screen but instead displays a red message at the top that says "For assistance, contact iuTunes Support at www.apple.com/support/intunes/ww " there is no field highlighted as the problem. I have stopped and started itunes and tried again, same error. Please advise
