How do I resolve a pending payment for an inactive subscription on iPhone?

I am unable to install any apps or do anything really because my visa card, which has no funds on it, is apparently pending a purchase for a subscription, even though the subscription is inactive when I go through my settings > apple id > subscriptions. When I go through app store > account > purchase history, it says I have a pending payment. There is no way to cancel this, and I literally cannot pay it. I can't delete my card from my apple id, either. What do I do?
