Error on MacBook: Safari Can't Connect to iCloud Private Relay

For the past 2 days I get the following error when I try to log into Safari on my MacBook:


Safari Can't Connect to iCloud Private Relay

Safari can't open the page

"https://www.theglobeandmail.com/investing/markets/watchlist/#/". The error is:

"unknown error" (NSURLErrorDomain:-1)


The error is on all pages I attempt to access.

Sequoia 15.3.1 (latest)

I have no problem using other browsers.


Also, the option to toggle Private Relay in settings is greyed out:


I have quit safari, restarted, rebooted without benefit. I also reinstalled MAcOs and while the error disappeared for a couple of hours, it has now returned.


I would appreciate some help to solve this. (Searching for answers has not helped.)
