Windows 11 iCloud Authentication Failure - "Error Connecting to the Apple Account server"

Apple iCloud software running on Windows 11 stopped authentication and generates an error message (after supplying password and Apple Account Verification Code (from iPhone) indicating "There was an error connecting to the Apple Account server". Same issue on two different Windows devices running two different security solutions, turning them off make no difference.
