That is not a feature of SMS. You will only see status messages for iMessage and RCS.

Go to Settings/Apps/Messages and turn on the switches for MMS and RCS. If it is on in your settings, any time you send a message to another phone that supports RCS it will be sent as RCS. If the receiving phone does not support RCS it will be sent as SMS (text only) or MMS (if there are attachments).
And to your other question, answered by IdrisSeabright, you will receive an alert if delivery failed, so if you don’t see that the message was delivered.
