Unable to install management profile on iPhone 16e with Apple Configurator 2

Unable to install management profile on an iPhone 16e, I am trying to do this via a mac with Apple configurator 2 installed on it, after it initially failed i've re-set up the MDM server, created profiles etc trying to troubleshoot it, after this all failed wipe and re-set up a iPhone 16 I have to see if that works and that worked fine and the profile installed immediately. Has anyone come across anything similar or got any ideas?

Contact your IT administrator or MDM provider to obtain the latest MDM profile.

Is this your corporate iPhone? Then please contact the system administrator of your corporate
If it is your personal device, in that case, do you have any profile installed by your corporate/organisation/enterprise/School Management?
1. Erase the profile added by you If you have installed a profile on your own --> Install or remove configuration profiles on iPhone - Apple ...
2. Or please contact the system administrator of the organisation who provided the profile to you
If you want to turn on SSL trust for that certificate, go to Settings > General > About > Certificate Trust Settings. Under "Enable full trust for root certificates," turn on trust for the certificate. I am an IT administrator, sorry I should have specified that.

Yes it is a corporate phone, or intending to be used as one at least
I am using the lasted profile and as said I have recreated the profile as well but that also doesn't work. Both those profiles worked fine on other iPhone's though
I am talking about provisioning a phone using Configurator 2 so this is all done in the initial set up so turning on certificate trust wouldn't be possible and isn't necessary
