Why i cannot add new payment method?
i need to update some applications on my phone but need the billing address to be update but the thing is i cannot add new payment method in Philippines from saudi

Apple is not a bank. Apple does not approve or decline cards for Apple Wallet. Only the issuing bank can approve or decline the card and add it to Apple Wallet.
The PNO (Visa, Mastercard, American Express etc.) must approve the card first. If the PNO approves, data is sent to the bank for final approval.
If you can’t add a card to Apple Wallet, contact the issuing bank.
