“Yeah I tried all of these tips at the start but none of them work. I’m able to power it off. However, upon restarting it the looping behavior immediately restarts. I can’t make it macOS Recovery. Interesting enough, I can start the procedure -Starting Internet Recovery but at the end of the timer the MacBook automatically restarts and upon the restart the looping behavior restarts starts.“

Use Ethernet:

If you can ever successfully get into Recovery Mode….
Re-Mount the Drive:
Boot into Recovery Mode (Intel or Silicon) . You need to click the “Mount’ button to proceed. So, select the drives, and then click "Mount" Try rebooting once more. If of no success, then click unmount button, and then the mount button. Try rebooting once more. It looks dulled-out. So, if you cannot click it, then click the First Aid button to fix this volume.
