The iPhone dial pad is not restricted to only calling numbers saved in your Contacts list. While the dial pad may suggest contacts as you start typing a number — based on the initial digits — this does not mean you are limited to selecting only those suggestions. You are still free to enter any complete phone number, even if it is not stored in your Contacts.
For instance, if you type a number like +11111111111, the dial pad will allow you to proceed with the call, even though this number is not associated with any contact. This demonstrates that the iPhone dial pad is fully capable of dialing any random or unsaved phone number without restrictions.
